Transparency is about whether the database tells you what it covers and what it doesn't. A good database will say "This list includes all licensed retailers as of [date]." It will also explain how to update your information. Many state sites do this well. For example, California's Department of Tax and Fee Administration has a clear FAQ about tobacco licensing. A less transparent database might just give you a list without explaining how it's maintained. That's a red flag.
