Practical value means the database answers the questions you have. As an operator, you want to know three things:

• Do I have the right licenses?
• Are my products registered?
• Am I collecting the right taxes?

A database that lets you check all three in one place is worth its weight in gold. Unfortunately, most states split this across different agencies. You might check the revenue department for taxes and the health department for product registration. That's not ideal, but it's manageable. The practical value score goes up if the site has a clear checklist or guide.
