Vaping is not neutral for your fitness. It's much better than smoking, but it's not the same as breathing clean air. Here's what the evidence says.
Cardio: Nicotine is a vasoconstrictor — it tightens your blood vessels. This reduces oxygen delivery to your muscles during exercise. If you vape right before a run, your performance will be slightly worse than if you didn't. The effect is small (3-5% reduction in VO2 max) and temporary (2-3 hours). Don't vape for 2 hours before a workout and the effect is negligible.
Strength training: Nicotine has a mild performance-enhancing effect for short-duration, high-intensity efforts. It increases heart rate, blood pressure, and focus. Some powerlifters use nicotine as a pre-workout. The effect is small and the addiction risk is not worth it for non-smokers.
Lung function: Vaping is less harmful than smoking, but it's not harmless. PG and VG are mild irritants. Long-term vaping can cause minor inflammation in the airways. For most vapers, the effect on lung function is undetectable. For competitive athletes, it might matter at the margins.
If you're a smoker who switched to vaping, your fitness has already improved dramatically. The lung function recovery from quitting smoking is 10x more significant than any minor effect from vaping. Don't let perfect be the enemy of good.
