
Can You Vape in Turkey? The Law, the Allowance, and What You Can't Buy
Turkey banned the commercial sale, import, and advertising of vapes under Presidential Decree No. 2149 (February 24, 2020) — but not personal use. You can bring your own supply for a trip. The confusing part is what "personal use" actually covers.

Sale: Illegal. No licensed vape shops exist in Turkey. You cannot legally buy a device, e-liquid, or replacement pods anywhere in the country, and no international retailer can legally ship vaping products there.
Use: Legal, but treated exactly like smoking under Law No. 4207. You can vape wherever smoking is permitted; the same restrictions apply everywhere else — enclosed public spaces, public transport, restaurants, and most indoor workplaces. Minimum age is 19, not 18.
Customs: The personal-use exception, unchanged since the 2020 decree, is one device plus up to 30ml of e-liquid, or up to 10 disposable vapes total. Bring more than that, or bring it in a way that looks like resale stock, and customs can treat it as commercial importation — confiscation is the standard outcome; fines are possible but not the norm for a single surrendered device.
Bring enough for the whole trip, because you cannot restock locally. Pack it in your carry-on, declare it if asked, and don't bring quantities that look like you're planning to sell. Indoor-use fines, where they're issued, are modest by international standards — but the bigger risk is simply losing your gear at the border if you overpack.
