Across every migration account, the same warning surfaced: the storefront is the easy part — the payment processor is the hard part.
Shopify Payments does not support high-risk categories, and tobacco-related products fall squarely into that bucket. That is a structural constraint that follows the merchant off the platform. Moving to WooCommerce or BigCommerce does not make a vape store suddenly acceptable to a mainstream processor; it just removes the storefront-level restriction while leaving the payment problem fully intact.
The processors that merchants actually used to serve ENDS businesses clustered around a short list:
- Useepay — commonly cited for ENDS merchants
- Authorize.net — widely integrated, high-risk capable depending on underwriting
- Wintopay — specialized in high-risk categories
The sequencing rule that saved people time: Get the high-risk merchant account approved before you build anything. Approval can take weeks, some processors impose their own platform requirements, and there is no point standing up a WooCommerce store only to discover your processor will not work with it. As one experienced merchant put it, the processor decides your options — not the other way around.
For consumers, this payment-layer friction has a downstream effect on cost. High-risk processing carries higher fees, which are passed through to retail pricing. If you want to see how those costs and state-level taxes stack up on a real product, our vape cost calculator models device, pod, and e-liquid spend across usage patterns and jurisdictions.
