Here's what the FDA actually reviewed. JUUL Labs submitted a 6-week actual-use study — a prospective, real-world trial designed to evaluate how adult smokers behave when given a vaping product with no instructions to quit. The study, published in the Interactive Journal of Medical Research in March 2025, recruited 1,160 US adults who smoked cigarettes daily and were "predominantly not ready to quit" (only 1% planned to stop within 30 days).
Participants were given JUUL2 devices with 18 mg/mL nicotine pods in one of five flavors and followed for six weeks. No cessation counseling. No quit goals. No behavioral support. Just the product and their own choices.
The results were striking:
- Past-7-day switching (no cigarettes in the past week) ranged from 38.2% to 47.3% across flavor groups at week 6
- Past-30-day switching (no cigarettes in the past month) ranged from 24.3% to 33.9%
- Menthol advantage: Participants using the three menthol-flavored pods had significantly higher 30-day switching rates than those using the two tobacco-flavored pods (odds ratio 1.36, 95% CI 1.04–1.78)
- Among those who continued smoking, 50.9%–62.9% reduced their daily cigarette consumption by at least 50%
