Here is how the industry actually works. A brand specifies a device with a draw resistance of 1.5kPa. The supplier builds 10,000 units. The brand tests 20 units from the first batch. All 20 are within spec. The brand approves production. Six months later, retail returns are at 12% and the most common complaint is "inconsistent draw." What happened? The brand tested 0.2% of the batch and called it quality control.
The real problem is tolerance stacking across multiple components. The wick port has a tolerance of +/-0.05mm. The airflow channel has a tolerance of +/-0.08mm. The coil position has a tolerance of +/-0.1mm. Each of those is individually reasonable. Combined, they produce a draw resistance range of 1.1kPa to 2.0kPa across the batch. That is not a spec. You solve this by specifying critical-to-function tolerances, not just component tolerances. Tell them the outcome you need and let them figure out how to achieve it.
Supplier capability assessment is not about their certification. It is about their process capability index. A Cpk of 1.33 means roughly 63 defective units per million. A Cpk of 1.0 means roughly 2,700. Ask your supplier which number they can guarantee. If they do not know what Cpk is, you are not talking to a manufacturer. You are talking to a trading company with a factory visit on their calendar.
